Delay pools suggestions requird

Asslam 0 alaikum!!!!

I am making the setup of cable net.(about 80 users)
Need some sugestions from u all people.

First of all I have implemented arp acl . for each individual user. It is working fine.

Now I want to implement Delay pools for bandwith controlling .
Requirement are as

Group A
some user (say 5) need constant speed of about 5KB without any restrictions(mean streaming should be allowed to them)

Group B
for some people (about 15) speed will be about 2KB from 6pm to 11.59 pm.
and 4 KB in remaining time (streaming will be totaly banned for that group)

Group C

For remaing users speed will be about 2KB from 6pm to 11.59 pm.
and 4 KB in remaining time ( Streaming will be allowed but in peek time(6-12) @ 1 kB and remaing time @ 2 kB )

Please help me in this regard ,what Dely pools rule and which class should i implement class 1, or class 2 or class 3. and what ACL should be defined.

You may want to use tc for traffic control and ref the LARTC doc :
