complex password

We are using RHEL-5 Sendmail server and want users to enter only complex passwords ?
How can we configure RHEL-5 to accept only complex passwords ?

Try looking at something like John the Ripper. Then disable accounts that fail. Also, Google is your friend.

I want to know the in-built feature through which I can restrict users for configuring simple passwords. John the Ripper is mostly a password cracker utility to locate for weak passwords.
