Question can not lock password database file


I am using RHEL 5.
When I am trying to add user using useradd command it is saying that
"Can't lock password database file"

I have checked using lsattr command on the passwd, shadow, and group file.
Everything is OK.
Is there any solution?

That message occurs when a logged-in user attempts to perform account management on the user name in question. Could you paste the command you are attempting to use here? Also, are you performing this operation as the superuser (i.e. root?)

P.S. To get an alternate view of all accounts logged into the system, try the whowatch tool.
