You'd have to go through this, but here is a recently published list of OS SBCs.

Look for something without a mali GPU or Intel CPU.

There is also luke's effort at:
https://www.crowdsupply.com/eoma68/micro-desktop
It is an OSS and OSHW laptop. But then you don't have a 3D GPU .

"The idea here is that there will be several different products that
people can choose to fund. Not all products are seeking FSF's Respects
Your Freedom (RYF) certification. The products that are seeking RYF
certification will not have a functioning Mali GPU chip, it will not be
advertised as a feature to be used with that product, and graphics
support will be provided by the main CPU."

actually i think you must use the blob if you want any sort of graphical desktop.
media playback is patchy (codecs...) under low-mid resolutions at best.

Other questions are:

What do you want to use it for?

What I want is:
1) an ARMv8 board, kernel 4.20 or later, full aarch64 with, in particular, neon
extended instruction support.
2) a C compiler with neon support.
3) support for a High Speed Disk interface, M2 or SATA

What would be nice is U-Boot with a HDMI console and USB keyboard.

Actual project: FreeDV, digital voice transmission and reception at extremely low bitrates

I have the RockPro64 board, but finding the Linux....

Suggestions please, but do your homework first.
