Hi,

Welcome to LQ!

A cheap way would be a Raspberry Pi for $35. You would need a power source, SDHC, USB keyboard, Mouse & a video monitor/TV. For more information: http://www.raspberrypi.org/

In the USA you can look at http://www.element14.com/community/groups/raspberry-pi

Easy & cheap way to get into ARM. You can use Debian, Fedora, Ubuntu or SlackwareARM to name a few Gnu/Linux.
