Idea how to internet remote control a raspberryPI webcam moved by stepmotors?

Hello,
I would like to see my home during holiday time.
I am thinking about
a) installing a raspberry PI as webcam (and I can see the webcam from anywhere worldwide from a browaer)
b) install a stepmotor for moving the system raspberryPI + Cam
c) communicate with the system via internet an "telegram" (sending a "+100" message to a telegram account would lead to a +100 step moving of the step motor). Few lua scripts would translate the telegram messages into stepmotor command
Has somebody seen anywhere a compulsory advice how to make it in one time?
Or perhaps know somebody any similar project which would use another program than "telegram" ?
Any recommendation is welcome.

I presume you want to play with and make your own solution? Otherwise you can buy a steerable internet cam that does most of what you want, for example.
