I'm not sure what implications the 'look-aside buffer memory' indicates. That term is unfamiliar to me.
Your question is a bit general, and could mean one or more of several things. Do you have a method to install software on the target board? Is there already any kind of bootloader, or do you have to find and install that, too? With ARM CPUs, there is a bewildering combination of issues to consider: EABI vs. OABI kernel and applications, big-endian vs little-endian, standard C library implementation, and the actual ARM variant.
You are probably going to want to use some kind of cross development toolchain on a conventional Linux host. The current standard for this would be something generated with the cosstool-NG package. The mailing list for
crosstool-NG is quite active, and there is much to be learned by lurking and asking questions there.
