not sure, but it's not source. Most people don't use source, so it would be a waste to make people download it (the source files are available too, they are marked .srpm). Most likely, your third cd includes mainly stuff for foreign languages, maybe some server stuff, and some obscure stuff only a hardcore linux fanatic might appreciate. For the most part, the less you switch disks, the quicker the install, so most distros have the most popular programs on the first couple disks.
