You do not have to be running KDE to be running any of the "KDE" programs. With any x windows manager you can run programs such as konqueror or kmail or kppp or kinternet ... etc etc.

To answer your questions:

1. RH8.0 does not have kinternet. What is wrong with kppp? If you cannot connect with kppp you will not be able to connect with kinternet.

2. If you haven't installed any kde software in your redhat installation, go to your package manager and find the components that you need (ie kppp) and install them. Or just do a google search and find the kppp or kinternet applications and download them.

You can use 'neat' and/or 'wvdial'.
neat is a GTK GUI app.
I think wvdial has a GUI as well.
