None? You click shutdown, you wait for it to finish, same as any other operating system.

is there any operating system that is safe to shutdown instantly other than
windows 3.1 and earlier ?

Why do you need a OS that shuts down instantly? A usual OS shuts down in less then a minute. I don't see the benefit of an extra min. You can always click shutdown and walk away.
