how do I get around the "submit passwd" prompt in ubuntu even if I use "sudo"?

During the install of ubuntu the help file states that there will be one user account created and that the super user, or root account will have no passwd. One just has to type "sudo <command>". My copy 4.10 keeps prompting me for the root passwd, which obviously doesn't exist, or so the documents say. If I click ok the prompt comes back. If I click cancel, the command doesn't go through. My ubuntu CD's came in their own special cardboard jacket so they are not iso's. I got them for Christmas. One Live! CD and one install CD.

Do I have a fubar install cd?
