gentoo modules issue

i config-ed my own kernel and it works fine, except for modules, it reports there is no /proc/modules

and in my .config i have,
CONFIG_MODULES=y
CONFIG_OBSOLETE_MODPARM=y
CONFIG_KMOD=y

and to create the kernel i run
make
make modues
make modules_install
then i copy by hand the bzimage, system.map and config
