dvorak layout in knoppix

I open KDE settings and then input settings, but when I press the keyboard settings nothing happens. The keyboard settings are unavailable. I open it as root, and while they are available setting it to dvorak layout has no effect.

I open PCmanFM, and there is a keyboard settings icon, in the applications area. But setting it this way has no effect.

I don't want a command line, but that is too much trouble to do.

How do I switch keyboard variants or get the keyboard settings to show in kde settings?
