Do Gentoo developers patch programs before move 'em to repos?


Gentoo is more stable than Arch and updates programs in repos slower. Do they patch software like "Red Hat"/"Debian" developers do?

If a patch is required, it is applied by the ebuild when the package is built on your system.

Then why is Gentoo not as bleeding edge as Arch is?
And some people say Gentoo is more stable compared to Arch. Arch has vanilla packages and apply patches only in case of severe breakage (according to their wiki). If Gentoo follows the same path - they should be approximately the same freshness.

Ever think Gentoo tests their packages longer than Arch before moving them to the stable branch?
