One approach would be to pick a live distro that you already use and make a respin with the desired packages and configurations. It's not all that difficult -- the second time. 
Another would be to set a live distro up on a usb stick with a spare partition for persistence. Then in that partition, have a short shell script that installs and configures the packages you want.
