After reading your quote from SuSE, I come away with the impression that it is legal to redistribute for free, but not legal to sell copies with YaST.

This is pretty much how I always understood the policy to be. The only issue that is touchy is not he inclusion of YaST, but the inclusion of several commercial packages that SuSE is licenced to distribute such as Main Actor. These packages must be removed from any free redistributed discs. If you are going to charge for the discs, you MUST remove YaST as well or have permission from SuSE to charge for thier IP. This is why the FTP installs are missing the commercial packages, but include YaST2.
