Add/Remove is messy!

I'm new to Linux.. so I'm still learning..
I'm using Fedora Core 2..

The Add/Remove section is so messed up -- especially under the Development section (which I want to install everything under there). The dependancies never seem to work. I can select Dev Tools and start updating, it says some packages are missing. I then select and deselect X Dev, click update and it goes on without packages missing (altho it's actually the same choice). After it starts updating, it either kicks me out of installation, hangs, or finish installation and when I check the Dev Tools, they're not there.

It happens with other Dev selections as well.
I can't explain it well, but is anyone aware of this?
All I want is the all the Dev programs (so I have the chance of choosing which one I want).

Is this ever related to Fedora Core 2 itself? Would the same thing happen with RedHat 9, for example? (I'm asking that since RH9 is the latest supported by RedHat, but Fedora seems to be still under testing, I guess).

Thanks.
