Xfce 4 Panel only on first desktop

I'm using xfce4-panel with openbox (not Xfce desktop, just panel) and it only is on the first desktop.

There is no panel when I switch to desktop 2, etc. and it returns when I come back to 1.

How can I fix this?

Have you tried setting the xfce4-panel window to be sticky? I don't use openbox, but I found this thread on the Arch forums about the same issue.
