working with .desktop files and fbpanel

I'm building a system with openbox for the wm, fbpanel for the panel and dmenu for additional access to files. The basic idea is a desktop that looks nice but is still fairly simple and functional.
I am trying to do away with ever having to edit a menu by conforming to's use of desktop files. I've never actually done this before and I'm having trouble trying to figure out where I should be putting them. I know it pulls from /usr/share/applications, but I can't get any of the applications to recognize .desktop files in my home directory.
According to if $XDG_DATA_HOME isn't set it should default to $HOME/.local/share
When I make a desktop file and drop it in $HOME/.local/share/applications I get nothing, however if I move it to /usr/share/application.
I'm experinceing this problem with menumaker and fbpanel. is there any other file which has to be configured so they will look there?

Fixed my own problem. The desktop file I made I had copied from another desktop. Somehow I failed to notice the line
