Why are all user logins running at low priority?

I've got several newish machines running redhat 5.* on which all user logins run at minimum priority (nice 19). I don't recall doing anything different when these were set up. Where do I look for a config/setting/bug that would cause this? Thanks much.

Kernel threads and system services should always be given precedence over unprivileged user processes. Running '/bin/ps axfo pid, uid, class, sched, rtprio,ni,pri, cmd --sort=ni' might give you a more detailed view of things. Also see ionice and scheduler stuff.

I don't want precedence over kernel/system threads, I just want standard logins to be at nice level 0, like they normally are. I can't figure out what's different on these hosts that starts all login shells at nice 19.
