Text Shell Login Welcome Screen Help

Minor Ascetic Issue -
When one is to login to the Text Shell (Ctl Alt F1-6), there is a welcome message on the top of the screen. I am trying to remove the text, and can not find where it is located. It is not from the BASH shell (or any other shell), rather the login routine (basically not the bashrc file). Is this based in a variable file, or programed into a part of code? If so, what program?

I do have C++ / C# / C experience, and do not mind changing and recompiling code.

Running Fedora Core 6 and Gentoo 2006.1 for the most part.

Thanks,
