Unhappy Setting background image in Fluxbox

OK, don't just direct me to the fluxbox page about backgrounds. I tried that. I have a image in the path: /home/user/bio.jpg. How do I set that as background in Fluxbox?

Also, I can't seem to resize my windows, they are too tall for my screen, but my resolution and monitor settings are fine. Any thoughts?

What did you try exactly? Have you tried this:

fbsetbg -f /home/user/bio.jpg
