Runtime application icons -- _NET_WM_ICON missing?

Hi, I'm a little lost on this issue. I was wondering today why some windows didn't show their icon in fvwm.

Examining the situation further with xprop, I found these windows lack the _NET_WM_ICON hint. One game I wrote has this issue too, its icon is set by SDL_WM_SetIcon().

But ... kwin, lxpanel and kicker all show the icon. So what other possibility is there for an application to specify its icon, and, can I configure fvwm to use this info?
