Purely Curiosity: access files from one HD partition to another, but not vice versa.
 
This is purely a curiosity question, and it poses no pressing problem whatsoever.

I have a computer with Linux dual-installed on the same HD as Win98. I can access all the files in the Win98 partition from Linux, but when Win98 is on, I can't access Linux files. Why?

The reason is due to drivers. Linux has the driver support for your Win98 FAT partitions and can therefore see them fine, but Windows doesn't have drivers for Linux partitions that are formatted with ReiserFS, Ext2/3, XFS, etc. Drivers do exist, however, that you can install in Windows that will enable you to use/view your Linux partitions. Some examples are:
Crossmeta, ReiserDriver, YAReG, Explor2fs, and Ex2ifs.
