Problem with hot keys in KDE.

Hello, dear linux gurus. Need some help.

A have ASPLinux (fedora core based) distribution of Linux installed.

I set up two keyboard layouts: russian and english.
Off course all the hotkeys in the KDE are on English, eg. Ctrl+C, Ctrl+V, etc.
When russian layout is active I can use this hotkeys in the konquerror, in some other kde application, but in Firefox, OpenOffice and all others I have to switch to English layout to make hotkeys available.

What's wrong? How should I fix that?

I've found two articles discussing the problem of hotkeys for Russian in FireFox. Apparently the problem has be known for years but not fixed yet.
