Old problem still not resolved - text too light to read in KDE

I posted this question in KDE forums but it has been read only 100 times and generally ignored...that's about par for the course for the kde forums.

I have used and am using currently a dark color theme in KDE. If I mouse over my icons in my panel, the text is unreadable in the popup. Other icons are following the color scheme but in these cases they are not. The background is yellowish and so is the text. I've changed it countless times in my settings but it refuses to follow the order. I read in these forums that others from as far back as 2004 have had this problem but it's never been adequately solved. I have attached a screenshot so you can see what I mean...look at the bottom of the picture. EDIT. Seems I cannot post attachments. Never mind...that doesn't seem very helpful. Maybe someone can help without having to look at it.

thanks

I notice that when I change color settings and such in KDE, sometimes the panel needs to be entirely restarted for the changes to "take". I haven't figure out a way to consistently ensure this without logging out and then logging back in.

I wish

I wish it were that easy. I've been fighting this phenomenon for a few years...it just finally got on my nerves enough to try and do something about it. It wouldn't bother me so much but I see there are tons of people complaining about the same thing and no one seems to be able to deal with it. I figure this is about the last place to come to before a problem is classified as hopeless.
