Lower time to query second DNS sever


I have two DNS servers both for internal LAN and Internet. Work nice, in case of failure the first DNS server after several seconds, desktops query second one. But the time between "switching" is 5-6 seconds. It is too log period of time for ordinary users. In case of iPad this time is about 1 sec. Is any possibility to lower the time between in case of unsuitability of first server, query second in shorter time?
I use dnsmasq as DHCP/DNS server on both.

Read about the "timeout" option in resolv.conf
