Unhappy KDE task manager won't stay on top of other windows


I was trying to customize KDE's task manager, and then it crashed my machine. FYI I was also browsing around with the package manager at the time. After a hard reboot (I had no choice) I have the following symptoms:
  1. Alt+f4 doesn't close windows
  2. super/windows key doesn't open the launcher
  3. mouse over choices in context menus now makes the context menu disappear
  4. Yukuake won't launch (not eve from start menu)
  5. windows can't be resized
  6. can't choose which window stays on top by click on said window
  7. windows aren't listed in the task manager/task manager is blank/empty
  8. Alt+Tab doesn't work/is not assigned
  9. the titlebars of each the windows have disappeared (if we could leave this one broken for firefox but fix it for all other applications that would be great)

I never had these problems before this crash
I'm running Debian 9 stable with kde as my desktop environment
