Couple of questions for you...what distro are you using and which package manager? You state you are using KDE, but nothing else about your system. You have the link to the cpu monitor you use as being

The differences between KDE and Gnome, while not really that drastic, do allow for different apps based upon the distro. Have you tried to install the Gnome DTE and use the applet on KDE? Here is what I would do, if I were messing with it. Find the module and all it's dependencies. Download it, but do not try to install it on KDE yet. Depending on what kind of system you are working with (one that accepts .rpm or .deb or what ever) is dependent upon what format you will need to convert the package to.
But, find the package and it's dependencies and then convert / recompile it into a fully functional part of your DTE....
