I installed linux mint 21.1 my panel lost the shutdown button I had to turn of the power to the computer.

Finally I upgraded to the 21.2 linux mint. After all files stopped downloading it said to reboot. I shut off power turned and did a restart. It still doesn't show any update.I tried two logins and stil no change.

Try opening a terminal and running this command:

Does it report any error messages, in particular, any broken packages?

As an aside, you can shutdown the computer from the command line:
