how to supply libraries and include to make file

i am a new user of Linux. i use a software called FVCOM.

I want to activate the NetCDF output. the manual of the software indicate that i have to remove # from before Flag 6. which is in the first line in the make file . the second line and the third one i do not know what it is mean. but i believe it must be the directory of the libraries and include (have a look below).

the make file
# FLAG_6 = -DNETCDF_IO

# IOLIBS = -L/hosts/salmon01/data00/medm/lib -lnetcdf

# IOINCS = -I/hosts/salmon01/data00/medm/include

but i have the following error:
the error massage which appeared:
Fatal Error: Can't open module file 'netcdf.mod' for reading at (1): No such file or directory
make: *** [mod_ncdio.o] Error 1

how can i find the libraries and include in my PC. how can i get the directory to link the software to them?

It's looking for the netcdf library. You'll need to install it (either through your package manager or using the source code) before continuing. Whenever you come across an error message saying "No such file or directory" you can usually get an idea of what you need to install by putting the file mentioned (in this case netcdf.mod) into Google.
