How to create desktop links in Rasbian


I am pretty new to Linux and would ask this on the Newbie Forum but for several days, when I click on “New Thread”, although the url https://www.linuxquestions.org/quest...=newthread&f=8 shows in the address bar and the tab says “Connecting”, the tab gets stuck at Waiting for account.thequestionsnetwork.org… Also. . .
I have found a lot of questions similar to mine but after spending several weeks tracking down those questions and reading the answers, they either didn’t work on my computer or I didn’t understand them. Could someone please tell me how to make these two kinds of links?

1a) How do I create a link on my desktop that when clicked opens a file somewhere else on my computer?

1b) How do I create a link on my desktop that when clicked will open a website on the Internet if I am already connected?

I have a Raspberry Pi 3 Model B running Rasbian GNU/Linux 9 (stretch)

Desktop shortcuts are the same in any Linux distribution that I'm aware of. It's just a text file that ends in .desktop, that's stored in the Desktop folder in your "home" directory, and it's the same syntax it would be in any other distribution.
