Question How can I make Skype or Fring work under such an environment

Hi, folks:
I need some help to figure out what should I do now.
The background is as follow:

1.I am living on campus with hundreds of restrictions set up by IT department.
2.I am trying to use skype to reduce my international call bill.
3.After some research, I choose skype which I can use computer and mobile phone to call my friends.
4.I can not use skype directly call my friends with computer. I guess school firewall block most ports.
5 I can use Fring+skype to call via cellphone + wifi.

I need to know:
1. Is there a way can make fring work on the linux_ubuntu?
2. Are there proxy servers I can use to connect skype? and if so, where I can find them.
