Rename the default (adwaita) theme directory in /usr/share/gnome-shell to theme-adwaita. Copy the theme directory you want to /usr/share/gnome-shell and rename it to theme.

There are different icon themes available (in gnome-look.org). Download those and copy the icon folders to ~/.icons. Then, use the tweak-tool to change the icon theme!

I need change some things for all users ! (without change in home directory)
for example change :
1) default icon themes
2) enable desktop file manager
3) Computer,Home,Treash and Network icon visible in desktop
4) show mounted volume on desktop
Note : Change for all new users , without use /etc/skel or change configuration files in $USER home directory
gnome-tweak-tool change configuration file's in $USER home directory , I need change this config's in whole gnome system .
