Fedora 17, Unable to change Icon theme

I'm unable to change the icon theme on any of the users. I did also try running "gsettings set org.gnome.desktop.interface icon-theme fedora" with root & non-root.

But I don't know where the "~/.icon" folder is, any helpful suggestions will be appreciated.

how did you manage to build and install gentoo and not know that ~ is the home folder ?
