Hello

The last time I used Openbox, it didn't come with a panel. Does it include one now?

For what it's worth, I always use Pypanel or Fbpanel with Openbox. Tint2 and LXpanel are a couple more good choices.

As ozar already pointed out, Openbox does not have a panel. So at first you have to figure out which panel you are using. Possibly the name of your distribution will help us, if not provide the output of
Code:
ps aux

Unless Vector has a strange set-up, the panel's characteristics, including position, are set in the panel's configuration file, which is in the home directory.

According to the Vector website, the Light version comes with Fluxbox and IceWM, not Openbox. Which one of them are you running (you can choose that in the login window).

That looks like you are using LXDE in your Vector Linux, a desktop environment that uses Openbox as window manager.
Informatiom how to customize the panel (called lxpanel), including its location, is available on the LXDE website: http://wiki.lxde.org/en/LXPanel
