Cannot regain focus of xterm after opening chromium browser in background

I have an x11 install with no window manager or anything; I'm just using chromium's built in manager. I have an xterm that starts up with startx, but after I start chromium, I can no longer hover my mouse over the terminal to gain focus. It works right after I open a new window, but then stops working for some reason. After I close chromium, I can regain focus by hovering the mouse over xterm.

I've tried ctrl, alt clicking the xterm window which gives me some options but nothing that solves the problem.

I'm using Ubuntu 13.04.
