Well you probably need to reinstall Vista's own bootloader. I haven't used those "recovery" hotkeys, but I assume they are just some sort of "shortcuts" for booting something from the recovery partition instead of the actual (Windows) operating system, and allow keeping the recovery partition more or less "hidden" from normal boot menus.
Either use Vista setup/recovery disk or see what Super Grub Disk could do for you. I imagine you can boot the recovery program using other bootloaders too, such as Grub, but for that you would need a working bootloader anyway - and if you removed all the Fedora partitions without thinking further, including /boot, your bootloader doesn't work because some of it's files were on /boot.
