Can't see panel icons: how to change them?

I've just done a clean install to LinuxMint 17.1 (rebecca) from Qiana.

Being old, I can't see the panel icons for opened items. These are ridiclously small (the FireFox icon is 5mm) and ridiculously pale. Text editor & file browser are all but invisible, Chromium is very washed out. It really doesn't work.
Resolution is 1280x1024, Graphics card is Radeon Sapphire HD6670.

I've been through loads of settings, changed the icons to large (how tiny the 'small' size?). I previously had installed a theme, but this same one won't now install - in fact if I go through Appearance>Themes, none of the default themes show up anything installable so I'm really puzzled.

This may seem a bit of a niggle, but it's quite possibly a deal-breaker as I reall have to stare at the icons to see what they are which kills my productivity.

Any advice gratefully received.
Ta

Which desktop are you using: Cinnamon, MATE, or something else? That does have bearing on how to fix this.

Thanks
