Bouncing icon in KDE


Hello everyone, I was wandering if it is possible to notify KDE about an application I want to open so that it can show the bouncing icon.
The reason is that this doesn't happen when I launch something from wbar, ruining the feeling of a uniform desktop a bit...

(for that matter, is it possible to force wbar to stay at the bottom in the z-order no matter what?)
