Start by putting the assignment in your own words as a series of questions that must be answered in order to got to the solutions. You'll have to refine the bigger questions like "what PC to choose?" into smaller questions that are easy to answer. Consider what the school's ITC needs are, how different computer hardware is distinguished, and how the distributions are distinguished. What are the primary concerns likely to be when considering buying hardware specifically for gnu/linux?

Copy and past is a very bad way to write an assignment - instructors usually feel insulted when they see it.

Also consider - even though it is on the assignment, there is no OS called "linux". Linux is one component of the operating system - albeit an important one. So you see, your instructor is seeing if you are paying attention.
