Let us verify this execute command 'file some_files' and should see something like this

then create directories
$ mkdir -p ~/.icons/my_theme/cursors
and copy “x mouse cursor” files to ~/.icons/my_theme/cursors
“x mouse cursor” files must have the appropriate names, like these:

Next, you need create ~/.icons/my_theme/index.theme

and need create ~/.icons/my_theme/cursor.theme
$ cat >~/.icons/my_theme/cursor.theme<<EOF
[Icon Theme]
Inherits=my_theme
EOF
and maybe last, add cursor theme in ~/.Xresources
cat >>~/.Xresources<<EOF
Xcursor.theme: my_theme
EOF
After restart X session, you should see you cursor theme.
