Add keyboard language / layout

Hello,

I've been trying for weeks now to add a new keyboard to my system but with no luck. I need German keyboard language / layout.

The system is: VPS with debian, tightvnc and XFCE for desktop.
already installed xfce4-xkb-plugin but the "Add" button in the layout section is disabled everywhere.

I need the keyboard for all users.

Thank you.

Hi, I tried it but it does not do a lot.
here is my /etc/default/keyboard file:

# KEYBOARD CONFIGURATION FILE

# Consult the keyboard(5) manual page.

XKBMODEL="pc105"
XKBLAYOUT="de"
XKBVARIANT=""
XKBOPTIONS=""

BACKSPACE="guess"

I done this:

# dpkg-reconfigure keyboard-configuration
# service keyboard-setup restart

and this:

udevadm trigger --subsystem-match=input --action=change

Also change
KEYMAP=y

and updated initramfs

Also tried: setxkbmap de

Everything was done with the root user and in order to check if it worked I restart the VNC service, login to one of the desktops (none root)
and check "settings > keyboards > layouts" all I see is "us"

LANGUAGE=en_US:en
LC_CTYPE="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"
LC_TIME="en_US.UTF-8"
LC_COLLATE="en_US.UTF-8"
LC_MONETARY="en_US.UTF-8"
LC_MESSAGES="en_US.UTF-8"
LC_PAPER="en_US.UTF-8"
LC_NAME="en_US.UTF-8"
LC_ADDRESS="en_US.UTF-8"
LC_TELEPHONE="en_US.UTF-8"

Could the fact that this system involves VPS with tightvnc have anything to do with the problem? Debian can be a nightmare to configure, but there's usually a documented solution.

I assume you are right because I was able to configure it for one of the users after a long process (not sure at the end how did it work).
I tried coping all the settings from the working user to the other but it didn't work.
