There is a thread about pinning at the Libranet forum called 'Apt Custom Configuration' that explains how to set up your system in the nessasary way to get KDE 3.2. Since you are on dial-up it will be a vary large download. All of KDE, QT, XFree86, and a bunch of other files that you may need from unstable.
Libranet is about to deploy it's own apt repository for upgrading and they are thinking about providing upgrade cd's. There is also a thread about this at the libranet forum, at
http://forum.libranet.com/, but it will not have kde3.2 untill it is officaly released.
