I'll tell you how Irish IP addresses work, as I live here. We were pathetically undersupplied with IP addresses for our needs. Antrim, BTW, is technically in the 6 counties known as Northern Ireland, and you may get your IP from England.
That aside, the Republic of Ireland has gone after the Tech sector jobs and has many data centres. So we ran out of IPs, and bought unused blocks of IP addresses from others. My particularly IP was originally assigned to Russia. On the Internet I'm detected as being in Waterford. I'm actually in Dublin, and my ISP has it's address in Dundalk.
In short, when it comes to Ireland and IP allocations, nobody has a clue, really. They are doing well in my case getting to Ireland. Those were Russian IPs, ½ sold to Denmark, and the other ½ sold to Ireland. That block was probably assigned as required to all the competing ISPs who have customers all over the country. It's actually one of a block of IPs my ISP had for DHCP but when I enquired aboput a fixed IP they assigned me the one I was on at the time.
