Besides being some Limited Liability Corporation, I have no idea.

Where have you encountered this term? I mean, it could somewhat mean "Link Layer" traffic, which is a thing, but then where does the 'C' come from? I'm not sure, hence why I'm wondering in what context, question, arena of Linux or network discussion where you've encountered this term.

@james.brown, read that wiki and also refer to general TCP/IP networking fundamental books, specifically ones which cover the ISO OSI model. Stallman (sp) wrote some of the defacto ones many years ago.
