Any car that old is going to need some extra money for you to put in as you see fit and needs fixed to your standards. If it smells really bad on the inside, it could be a leak but most t-tops do leak at times, they're no perfect. If they leak around the windows, not much you can do about that and shouldn't be too bad. If its on top around the seals, you could probably reseal them for low cost.
But be warned.. it is a 1983, its over 20 years old. You might end up paying more for up keep than its worth. Test drive it, get as many service records you can for it if available and its probably not a bad idea to get a carfax report on its VIN, etc.
If this is your first car, it might be nice to have, but from the looks, its definitely a fixxer upper type car. If you need and are going to depend on it, might start looking elsewhere for more dependability.
