I assume the window manager is TWM, but i have no idea what the program is.

It's definitely not OS 8. Mac OS looked like this: http://www.liv.ac.uk/csd/csd_images/...os/macos89.gif

It's actually a window from Windows 3.1 for network configuration using Trumpet.
