So they got a bunch of neurons (25000 of them) from a rat's brain, and put them in a glass dish. The neurons began to reconnect themselves together, creating a living neural network.

The technology isn't bad, it's what they do with it. It could be used for something good but ultimately they will use it for some kind of war weapon.
