Usually, the factory reset is what is used to do a reinstall. It's usually found in the settings/Backup and Rest or something similar. It varies from vendor to vendor.

Or if your device can't boot into a GUI, you can use the adb tool to boot into recovery mode.

You can also use the adb tool to do a full backup of your device and then restore. This is a good idea to do before installing ROMS or side-loading apks that may have mess up your device.

Youtube has videos on doing these tasks.

If it's an Android tablet, in my experience the interface will be very similar to that of an Android phone. They come with a "reset to defaults" icon and no installation media.

you can install an android mod IF it has an sdcard slot but it's tricky
because you have to reflash the device then install the new version of android NOT FOR THE FAINT OF HART because you can hard brick the device
if you try to install an incompatible version of android or try to flash
the wrong BIOS on it

Having just been through this on a Asus 8.0 , would not fully reboot, did a reset and now will not go past google login even with good info. Found out it you have a screen lock active when it croaks that you're basically SOL . only option I'm told is to try to download a copy and reinstall android through the USB. Maybe I'll try sometime when I'm really bored.

Maybe a few of the high end 2in1 type may have recovery media.
Maybe Apple's.

Never heard of any Android with external media to recover.

Windows 10 like Android usually has a way to recover based on built in sources.
